About us Savo Consortium for Education is one of the largest providers of vocational education and training and upper secondary education in Finland. The Consortium, consisting of 16 municipalities in the North Savo Region, manages Savo Vocational College and Varkaus Upper Secondary School. The Consortium operates on 10 campuses in Kuopio, Varkaus, Siilinjärvi and Iisalmi.
